See, I'm making a region.

I have a town of mostly R$, and lot of R$$, and it's good and stuff, but, for my next city or two or three I want only R$$ and R$$$, and how would I do that?  Make a slum town next door for all the tenements and R$s?  Jack up the taxes in my new town to unreasonable rates for R$ and C$?

...anything else?

Raise taxes on the lower wealth, and make sure to provide a good health & education system so that your sims will be healthy and well-educated (so higher wealth jobs will move in), and plenty of parks (for better desirability). Also, you could put all your heavy polluting powerplants, landfills, and also some lower class housing and dirty industry in a neighboor city (sort of a slum town, like you said). Make sure to provide connections for landfill and power, so you can make a neighboor deal with that city.

Hi, DreamSong,

Welcome to Simtropolis.  R$$$ needs water, too, and as was said, plenty of services, police, fire, health, etc.  As education gets higher, you will need to zone for some High Tech Industry and commerce, as R$$$ hate to commute.  You will also need good transit networks for the neighboring R$ to commute to the lower level jobs in this, since they are a greater percentage than the rich.  R$ don't mind commuting on bus and rail, and if they are educated, they will work in the CO and CS $$ and $$$ to keep them balanced out.
