Phantom Slider Bug

It seems as though I'vve been hit by the Phantom Slider bug.  This is with a new city that has been developed to 150,000+ pop.  I used the same buildings I've used in other cities as far as civics.  I installed no new civic related plugins since starting this city.  Out of the blue crooks were escaping since the funding for police reset to zero. 

I came here and read extensively on this issue.  I bulldozed every police lot, saved and exit, the bug was still there.  I repeated the process until not a single school, library, museum, police, fire or health building existed in the city.  (sims are way not happy about this) The bug went away.  Funding was zero since nothing existed, but the slider didn't reset.  I then added back in a police and fire, same buildings I've used for weeks while playing, and the bug reappeared.  I bulldozed the lots, save and exit and nothing.  I tried different building, maxis, non maxis but the bug remains, and this time it doesn't go away when not a single civic building exists.

Any thoughts?  Please?  I've spent the last four hours tracking this down and I'm ready to ditch the city, except if I don't figure out which building does this it may infect other cities.

    Hi tungston! Thanks for the reply. Yes, I use custom lots. No I haven't changed the values of any lots myself. I haven't ventured into doing any custom work on my own yet.

    I have my favorites of course. I use the following in all my cities: mattb325 Police HQ, PARIS large police department, Simgooober suburban fire department, CSX Town Hall and BMD Town Hall. In this particular city I also used: Newman Inc Federal Courthouse, PARIS very large fire department, CSX Palace of Justice, CSX Supreme Court. I've used these lots in other cities with no issues. Those are the safety lots I used. I have also used custom health and education lots in this city, but the sliders for those weren't effected. The fire slider wasn't effected for that matter either, just police. The ONLY lot I plopped in this city that I haven't plopped in other cites was Nealos Casino SGM Grand. In fact the only other city I had the bug in had that lot, and those were the only two cities I used that lot in. That's either the world's biggest coincidence or there is a connection. Maybe that lot has adjusted crime factors? I did delete that lot from the city and from my plugins folder but the bug is still there. Also, like I said earlier, I bulldozed every single custom civic lot in this city and the bug is still there.

    Any thoughts?

    I only recognize two of those as police stations, and if you use them together regularly they should not be the problem. Unless you are also using the default police stations, then there could be something.

    I notice the Simtropolis Goldwyn Mayor Grand Casino on the STEX has been "superceded" [locked], so maybe there is a problem with it. It should not have any police funding, but I couldn't open to see if it did..

    You are correct in that only two are police stations, although both Town Halls have some multi coverage as well. And yes, I have been using them all along in most of my cities with no problems.

    As for the SGM Grand, since I don't mod any lots myself it's possible I have no idea what I'm talking about, but I thought I read somewhere (may have been an omnibus article) that you can adjust how much crime is generated by a lot. Maybe, since that lot is a huge casino, the crime factor was adjusted. I'm just guessing.

    On a side note, I started a new city in the same region today. I used the same exact lots except the SGM Grand. Not a single problem. Although I let it run most of the day and checked in on it. I didn't actually save, exit and reopen. I'll do that tomorrow and will see if there is a problem. If no, then I may have solved which lot caused it. If yes then back to the drawing board.

    I still don't know why after deleting every civic lot the bug still exists in that one city though.

    A higher crime rate wouldn't cause a funding bug, but I don't know if somehow the creator incorporated police coverage. I would have to open it in an editor to see that.

    The funding shouldn't have been saved in the city file, but something could have corrupted that part of the file.
