Demand Cap Help

I could use a little help from you megalopolis builders out there.

I am playing on a custom terraing (Eaton) which is all large tiles.  I only have three cities so far -my largest at about 350k, and two really small ones, one just being an industry city and the other not much of anything to mention.

My question revolves around the demand caps in my main city -I can't seem to get commercial demand to do much of anything at all.  My residents will move in, I get the no job zot and then they move out, usually whining about commute times.  I have mass transit galore and I use the NAM Z Simulator.  I really have a tough time figuring out why they can't find jobs, so I figure it has to do something with the fact my commercial and industry is always in the toilet.

I downladed the expanded query tool and find the following information regarding my commercial:

Citywide Commercial Capacity: 177,698

Citywide Commercial Occupancy: 202,305

I am trying to divine what those numbers mean.  Am I to understand I am capped at 177k, but am somehow trying to pack in 202k?  And if so, how do I get the commerce cap higher?  I have the rewards placed where their YIMBY benefits commerce, I have freeways making connections to all four neighbors around me whether there is a city or not, and I have a small international airport.  What am I missing here?  I understand parks relieve the cap on residential, and I don't have a clue on the industry, other than rail connections and seaports.  

I would like to achieve stage 7 and 8 commercial skyscrapers without having to resort to demand mods and ploppables that do screwy things. 

I would appreciate any hints you may have.

so are CAPs just the amount of jobs/residents to residents/jobs and the percentages
