rci demand

 ok here is the deal,i have downloaded the super demand rci mod,i installed it correctly and it has worked before on a blank region with nothing but plains,but lately it hasent been working,i deleted the plugin and replaced it, i tried installing sim city 4 again but still nothing, when i am playing i turn it on, and i can tell it works/doesnt work, example:ill be playing and i turn on the mod through the ordinence where it is supposed to be, and it will go up just a little, NOT ALOT like it is supposed to,when i turn it off the demand for the rci drops below the middle line,so i can tell it is working but it isnt going off the charts like it is supposed to,ive tried everything from turning off all the other ordiances from just the main mod one,and tried buolding next to other cities,but it just isnt working, i have sim city deluxe edition,either there is a problem with the mod or its the game,please help me fix this problem

The mod only increases your rci demand by numbers, NOT make it sky high. If your NORMAL demand is rock bottom, then the demand that can give you by the mod will just be slightly higher than the certain line.

yeah but it has made it sky high before, and i was able to make skyscrapers,but it just aint working,ill still play with it on tho

it says in the mod that it is supposed to give so much demand for rci that you will immediatly get skyscrapers,but it still aint workin....

Can I recommend the plopomatic 9000? I found it on the STEX, and as far as I have experienced, it works just like the super demand ordinance, only as a plopable lot. I think because it's plopable, it's almost foolproof. If you can't find the cause of your super demand problem, this is a great plan B.
