how do you truly "delete" mods?

I recently installed the American asphalt texture mod for the rhw , it was good then , but when I updated my rhw(which contained a slightly different , American texture.)

I now cannot truly remove the old textures , I have it out of my plugin folder , both of them , positively , but it still strangely ,     exists(yes , again , its out of my plugins folder)

, and causes some strange problems , although they are minor , I am kinda tired of seeing strand , unmatching pieces.

here is a pic:

see the minor texture difficulties , its worse with transitions.

its extremely annoying when your trying to make them look better!

here is another one , notice the part by the question mark:

notice the problem by the question mark , and by the bridge, the strange diagonal to orthogonal transition.

Any help would be greatly appreciated.

the color transitions are actually much larger , but pfotobucket reduces the quality when resizing images, so the color varieties were compremized.

anyway , how DO you remove mods that don't want to -go?

You said it's out of your plugin folder, but is it off the computer entirely? I don't know if that is the problem, but it could be. Better to go ahead and delete it then you can always reinstall later if you change your mind.

    nope , didn't help.

    I have had the bug in multiple cities , I have the old file on the desktop , in a folder that I throw all old plugins...

    I don't think its just a bug , it is a lot worse in rhw 4-6 transitions , etc... (any transition , for that matter , but I don't want to take another pic unless anyone wants me to)

    if a mod is removed from the plugins, then how would it still load into the game?

    point being, you probably have an old file hidden away somewhere......most likely an old legacy RHW file.

    thanks , that really makes sense.

    I really hope it works , although its no big deal , I just wanna know whats happened.
