How would one go about making a circular plot for a round-a-bout filler like mas71's subway station?

I tried messing around with the LODS but it didn't do anything.

You give your model a cylindrical LOD, then you make the model a prop (so that it can overhang the lot), and put it in a lot that fits in the round about.

I haven't done this but .... Berethor told to do this:

1.- Make a circular shape with diameter of 23 mts.

2.- Make your model to fits in those 23mts.

3.- Make the LODs circular.

4.- Export

5.- With the Reader change the occupance size to 16x16.

6.- Do the process of making the descriptor file and the lot.

7.- The lot must be 2x2.

TCX - the numbers you've supplied are for 1x1 lot...

also I don't think there is any need for Circular LOD.

First of all such a lod may end up being very high Poly that could be detrimental for the game and here is an example of Roundabout that uses very simple box shaped LOD:

As you can see it doesn't really obstruct anything...
