 as you can see in the picture my city is stuck...
only high and medium wealth sims
high desirability and land valeu

but much abandoned buildings and all rci meter down

 

what can i do to get the rci meter back up again

 

please help

I don't see a picture, but generally the way to fix this is to give the rich folks what they don't want, like taxes and smog.

And lots of demand cap busting buildings like parks and unlockable buildings :B
