school buses not working?

Hey guys, just wanted to know if there was any reason why anything like this may happen. I have a few high density areas in my cities, and they are saturated with schools to get sims educated. Strangely recently school bus funding will just reset to 0 every month, causing massive school problems. No matter how many times I raise it again, it still goes to 0. I had an idea...will write if it works.

Alright I fixed it, i just had some STEX schools that kinda killed everything...on a different topic, why do my advisers keep asking me for a municipal airport if I already have an international one?

Municipal airports attract more commercial growth. International airports attract tourists, which attract commercial growth. The indirect factor my be changing the effectiveness of your airport system. And the advisers never seem to get anything right. But that's just me.
