Issues creating a new region

I've read the how to on creating a region from a map that was downloaded from the STEX. I've read through it quite a few times, following every word. I've been trying to create Patience County, found here: https://www.simtropolis.com/stex/details.cfm?id=12471&v=1 

I'm having issues though. I've named my folder, made sure the grayscale image was saved correctly, checked the bitmap, and all of them seem to be fine. My issue is occuring when I do the Ctrl/Alt/Shift/R. I get to the grayscale image, click on it, click on OK and nothing happens. I return to the region with no rendering taking place. I've tried this a few times and yet nothing works. I've renamed the image, renamed the region, both to match, and tried that way but still no result.

Any infomation would be greatly appreciated. Thanks much for your time.

Check the properties of the grayscale jpg to make sure it is a true 8 bit, 256 color grayscale. If it is then when you click on it after the key presses, if it doesn't show in the box below you will need to type in the name of the file there.
