Education and health Problem

I have this large city that im playing everything is looks good until... my health and education meter are low!! education  is already at the red side and so is the health, how come when in fact their budget are at the maximum level and that i place them properly in every residential area... help

did you check your abulance funding for the health and school bus funding for the education?

your sliders slide down automatically at month end for each service either education or healthcare yes?

I have had the problem I just described, and I can think of 2 things:

My city was started in simcity4 original, then played and saved in rush hour.

Or that any custom medical/education building could cause it. I no longer have these 911 trauma all in one police, fire and hospitals and

I have had to redo my cities and havent had trouble since.

Please tell me if I am correct about your problem,
