Bsc Cleanitol (And Rural Highways)

Does anyone know how to get Bsc Cleanitol and what it does? I've heard it cleans your files and my cities just stop getting demand at about 10,000 people now! I've uninstalled and installed the game, taken off all the plugins but all my city wants is farms (agricultural demand!) and sometimes some residential...?

Also, if I download Rural Highways, what does it do? It doesn't get rid of your normal highways does it?

The BSC Cleanitool scans your plugins folder and tells you do you have the needed dependencies for a downloaded lot or bat. And the Rural Highway mod (RHW) adds new networks so you can make highways that can be wide from 1 lane to 5 lanes per direction. And it doesn't remove the maxis highways.
