Not sure if the stock game (without NAM) was this way, but there appears to be no limit of how many people can use the car/ped ferries. Is this correct?

Networks don't have limits, they have capacity and capacity can be exceeded and shown by congestion.

As far as I know there is no limit on the number of users of ferry stations, I have had as many as 47,000 users on a station. I also don't believe there is a time penalty for ferry travel. There would be a penalty for congestion on the transit connecting the station.

The ferry network is the one network that is not controlled by the traffic simulator.  As a result, there is no maximum ferry network capacity, no congestion, etc.
