I'll restate the title, can you take pictures of your whole entire city, such as the all the buildings in your city, every detail, etc. For example, any other way than taking pictures of your city like the mosic way.

The Region Census program by Sawtooth can take pictures of whole regions or individual cities.  You won't get spectacular detail, but the advantages are that it works while the game is not running; there's no need to use the pause thingy remover because the pictures are taken without any other on-screen stuff (no menus or icons); it can snap pics of the transit map; you can take the pictures with or without mayor/city names and city borders displayed; you can choose .jpg or .png format; and it will also show you some information about your cities and regions.  No night shots are possible, however, so you'll have to use in-game pics to display your night lighting.

If you want a large picture with lots of detail, as far as I know your only option is to take multiple screen shots at the desired zoom level and fit them together in your preferred image editing program.  I use Gadwin PrintScreen for this (a FREE program!) so that I can take multiple pictures without switching to another program and pasting each and every image.  You can set it to snap a pic of the whole screen, automatically re-size it if you wish, give each image file a base name like 'SC4_screenie' or something like that, then automatically append sequential numbers to the end of each file and save them all in a specific folder so you can edit them later.
