Problem transferring cities to new computer

I read up about how to move cities, regions, and plugins from an old computer to a new one (i got a laptop for school), but its not working right. I copied everything over into the my documents regions folder, but when I start the game there are a few cities missing. I look back at the folder and about 20 of the cities files are gone. I moved them again, restarted, and they are gone again when i start the game. Why is it doing this?

Also, what is the purpose of the other "regions" and "plugins" folder in my programs if the cities and stuff are saved in my documents? Can I delete these folders?

ok nvm. someone helped me in chat.

apparently i have to import the missing cities and they are missing for some unexplained reason.

The regions [cities] need to be in the [My] Documents region folder, the region folder in the Program Files are backups of the default regions. The Program Files Plugins folder is used for the background images, and other plugins.

ohh. i deleted the those background plugins and the city files in the program files. that must be why the background when in a city is black lol. I guess ill put the backgrounds back.
