Game Crashes Only on one city?

My largest city which to be honest is only res 200.000 co 198.000 ind 98.000 keeps crashing back to the desktop which have a read about in other topics but mine only crashes on one city. i think this is a problem with my memory but i have no idea how to or what to upgrade and if anyone else has had this problem what have they done? i know this isn't a problem with my plugins because its only this city and my only other city near to this size is 100.000. thank you

Which mods have you removed from your plugins folder recently? Maybe they cause this problem. Once I had similar problem with the NAM - I put a puzzle piece over a building and exited the city. When I loaded it again the game crashed.
