It takes time for the education level to increase. Leave it to run for a few years or decades, and you'll see more green. I also advise you put in a library. They're cheap and effective.

Also, would you mind resizing your image to below 800*600 to comply with the site rules? Thank you.


To search for the ideal city today is useless. For all cities are different. Each one has its own spirit, its own problems, and its own pattern of life. As long as the city lives, these aspects continue to change. Thus to look for the ideal city is not only a waste of time but may be seriously detrimental. In fact, the concept is obsolete; there is no such thing.

    I agree with astronelson. Also increase funding and place more education. Those rings don't always mean that they are getting full education inside them.

    Then just wait. Education facilities aren't instantaneous they take a few game years to have an effect. The educational levels should rise. By the looks of your budget there you could add another school or library. But thats up to you.

    a library will help greatly. have you lowerd your utilities to match what your city is using? that will help with your budget also. i use the graph icon to adjust the budgets so that i only make what my sims are using.

    I think the Pro-Reading ordinance is also a good thing and cost effective.

    also, if you want to make more money, just zone more...res, com, id, it doesn't matter, they will all bring in taxes.
