"stages" ?

On different STEX downloads I've seen references to "building stages" (e.g. "stage 8 building).  What are these?

Stages are the different levels that buildings in SimCity4 belong to. For example, small house would be a stage 1, while a huge skyscraper would be a stage 8. Different stages also have different prerequisites to develop (population, etc.), so you can't get a stage 8 building with a population of 5000. Hope that helps.

See this website for population requirements for stages.  Residential and Commerical Office can reach stage 8 [massive high rises]

Whereas Industry is sorely stuck at 3.
