Yeah, I have just over 330k ppl, around 170k commercial, 90% of my indutrial is high-tech, and I'm making about 6k a month (Low I know.) Anyways, I have about 5 neighboring cities as well. Most of my neighborhoods are rather rich. However, I have hit a cap on all of my commercial especially CO-$$ and CO-$$$. I've tried everything to fix it! I need help because they just won't build but they are complaining that I don't have enough R-$ and R-$$, but if I build more of them then they won't have jobs.

I don't know whether it will help, but as the game states, you need more R$ and R$$. Obviously you got enough R$$$, but not enough R$ to do the dirty jobs. Even a CO$$$ building needs a large amount of R$ and R$$ workers. Probably about 90%. If you don't have that, it won't grow. I think the solution is simple. You need a city or some parts in your city, that don't have any education. Most likely you have an university that covers the complete city. Accordingly I'd scrap all other schools in a part of your city so those people living there are getting stupid again, only with the university being left as only school to attend. Maybe that people living there might get a decent education level of 80-120. That should bring lots of R$ and R$$.

Or if you don't want to kill your schools, you could try to tax the R$$$ out.

Aside from that, you could try building more plazas in your Commercial areas to try to help them move in.

Well, that's stupid. Having smart people that aren't struggling to make it through life is killing my city?! I've never had this problem all my years of playing, haha. I'll try your advice, thanks.

My personal opinion would be that you require a larger population, not just in your city but in the region as a whole, I had a region of a few million and at that point my central city had quit a large portion of R$$ and R$$$ and CO developed evenly.

I guess you can circumvent this by following the aforementioned strategy but why not expand outwards aswell as upwards 4.gif

The best way to relieve a commercial cap is to build an airport (it's what they're meant to do anyway). Some 1X1 lots are available on the STEX that act as airports and provide commercial cap relief.
