Do airports increase demand for commercial throughout the entire region?

I believe so. If not directly then indirectly. As demand in general spreads to neighbouring cities, if an airport increases demand in one city, and you don't completely satisfy it in said city, it should 'spill over' into neighbouring cities.

Only indirectly, just as you described it.  An airport only directly effects the city it's built in (providing commercial cap relief, producing pollution, etc.).  That's why there are "Airport Tram Centers" to simulate an airport in cities where building a full-sized one is not an option.
