Not really... the reason you're getting those results is that the lots them selves are no-wealth low-density, and the concrete sidewalk textures I assume you desire are high-density no-wealth, and the grass is the sidewalk texture for no-wealth/density lots. The only possible way this could be changed would be to replace the textures for no-wealth/density with those for high-density no-wealth, but this would result in none of your low-density no-wealth sidewalks to have the grass texture anywhere in your cities. Hope this makes sense.

So, no, not really. It's just a quirk of the game we all have to deal with.

not the solution.... lot wealth doesnt change the way the sidewalk is unless it is zoned lot wealth, there is a mod here on st that makes all roads have sidewalks regardless of what is built up around them, i use it in my cities.
