Big city - Poor sims

I would like to build a big city with poor sims - you know for real a big city isn't necessary a rich one!

Is this possible with SC4?  Everytime I plop a medical house and a school, the sims near it become automaticaly middle-rich or even highly rich!!!

Do skyscrapers exist for poor sims?

The best way to ban medium-wealth and rich people from your cities is to raise the taxes to the highest levels.

Also try to no plop too many schools and hospitals

And yes, there are skyscrapers for poor sims

Another way of achieving this is when you zone your residential, zone one square back to back, that way only two story houses or shacks will grow.  Then, in your downtown area, just zone more blocks of light residential and you will see skyscrapers for poor sims.

As an addition to CH's raise taxes on all but C$ and Dirty Industry. Get your pollution up.

Or you could make a neighbouring community of rich/middle class sims, and make all developments for poor sims historical.
