update not working

guys please help,the patch doesnt  seem to be working. The files that needed to be updated did not update. my version of the game is still the same. i downloaded the patch over and over again but still did not change. I heard that theres a bug concerning the commute time, is the fix included in the patch? coz my ID zones are jus 6 tiles away from my R zones but still the commute time says medium. help me guys please! im so clueless!
