Well I read in the manual that you can get neighbour deals for water, electricity and trash.  I've successfully done the garbage deal between my two larger cities, but I cant get any option for an electricity neighbor deal between one of them and my little hick town (I want to start a medium industrial zone a ways away from my agriculture zones.

I have the electricity lines running from one township to the other, as well as a road.  what other requirements are there for electricity & water deals?

To get utility services between city tiles, you must have a connect from the supplying grid to the border in the one city and from the border to some point of demand in the other city (not just across the border)

The supplying city must have a surplus of the item, and the receiving city must have enough budget to pay to the service for one year (cash, that is)

so if I were to trash the 3 windmills I have going (or even one fo them since I'd be running over capacity with only two, would that open it up?  the other city should be able to swing it

You can supply resources by going through the closest city with neighborhood deals. It can get confusing, and takes some extra tracking to make sure all cities have sufficient supplies.

do the power lines from the supplying city have to be connected directly to the plant?  I'm wondering if that's why I cant even get the deal to unlock after I demolish my windmills....

No; the city-to-city connection just has to be powered. It does not have to be directly from the plant, but it needs to be indirectly connected to it. Though roads and buildings is fine.

I got it figured out.  I needed to actually add another plant to the other town and destroy both of my windmills.  there are extra conditions to it.  the supplying city has to have at least enough excess for the minimum amount of the deal (1000 units) and the buying city has to be at or aboeve 120% capacity

so does that mean City C will pay City B for electricity, whilst City B will be recieving electricity from City A?

Did you figure this out on your own? Or did you read it somewhere?
