rtil: Simple answer:

The RHW network uses the ANT network. The ANT was supposed to be a "dirt street" network but Maxis never made put it into the game, but left the files there. The NAM team has transformed this network into the RHW. Since streets cannot tunnel, the RHW cannot at this point in time. However, work is being done to figure out if a tunnel could ever be made for this network.

Anyways, I hope this helped you out!

Best,

ah, very useful information, thank you! that is very good to know that the tunnel does not even work , haha. i will not let SC4 try to make a tunnel out of it again.

Just make a road tunnel, leave one tile of road exposed at either end (like you would do for a bridge) and then connect it to the RHW-2. That's pretty much the easy solution.

i was thinking about that but i could see traffic issues. it doesn't need to be a tunnel though, it was doing it automatically and i just thought it was cool haha.

I had found that as well. I just used one way tunnels for my RHW's. One way roads seems to work nicely with it.
