Commercial Demand (RCI)

Ok this has been one of the worst problems I have with this game the RCI for the business has taken a toll for the worst

I have new Cities going up every day and also commuter towns but when I get started the buisness demand drops down so low that it never returns to the top this has been a problem and its growing region-wide.

Can anyone help ive tried all that I can do here are some examples: 

Lowering taxes to the point of 0.0%

 Lots of Plaza 

Transportation options to get around town 

Water and power are also there 

All of those I tried and nothing will help it iam to the point of finding cheats (which there are not ) so I just need the help from anyone

How's your primary and higher education?  High wealth businesses aren't going to move to your city if no one's educated.

my cities are already big and bloom but the Commercial demand is down the cities 

are full of education and universites and the IQ is over 120 so idk what the problem is
