SF4Terraformer Problem

I don't know where to post this, so sorry if this is wrong.

My problem is that when I try to start the Terraformer, it goes "DirectX couldn't be loaded, maybe there is another application using DirectX". Well no dude, there isn't.

I closed everything that was running (Firefox, VLC Player, ICQ...) but no, it keeps on going all *****y at me.

Yes, I've got DirectX 9.0c and yes, I've got all of the needed DLLs.

The only programs that were still running were ZoneAlarm and Antivir and I don't feel lucky today, so I'd rather them still running.

Any idea on what this is? I redownloaded it, but this keeps on happening.
