Can you put modds in certain regions?

I remember seeing something that told how to put modds in certain regions (like if you wanted to make a region with the snowy mountaintops but you didn't want it in all the regions) but I didn't read it. Now I need to know but have searched and searched but can't find it. Is it possible? If so, how?

You can download the Simcity 4 Startup Manager in the Modds and Downloads section here or at SC4D. That can apply any plugin to any region.

Yes, StartUp Manager will allow you to do just that. The link provided by spectrumtech is version 3 of the program, which is a great program, but can be a bit more involved than you might need. Here is a link to version 2 that is a little simpler. All depends on what you want to do.
