Normal occurrances?

Hi all

It's been a while since I really took notice of things that happened in my city. But after installing some new plugins from the STEX, I noticed some things.

Again, I stress this may not be the fault of any plugins I installed, I only seemed to notice them after installing them.
- Some of my larger cities run comparitively slow (>>> speed seems to be slower than >> speed at times!) when compared how they used to run. Also, I find zones don't develop, despite there being 5000+ demand for $, $$ and I-HT (except I-R) and ~2000 demand for $$$
(My computer is Core 2 Duo 1.something over 5 ghz, 2 GB RAM, 128 MB video card. I disabled the paging file, but have not yet run out of memory before)
- My CO$$$ desire has plummeted to -6000 on new cities. According to the RCI Query upgrade mod, if I read it right, my region can support 1,400,000 CO$$$, yet I have 1,900,000 CO$$$ occurrances.

Removing newly installed plugins seemed to have no effect on either issue.

Why do zones just not develop when there is power, water, access, very strong demand and high desirability anyway?
