Graphics card issues...

I recently got a good computer with a nVidia 8300GS 128MB graphics card and a 22 inch monitor. I have played Sim City a little on it and I have noticed that it doesnt look as good as it did on my old computer (w/ a 17 inch monitor). So I decided to fool around with some setting for the graphics card and see if I could make it look a little better. 

Heres what it looks like with the graphics card set at performance rather than quality:

It looks okay but many of the edges of things have very noticable jaggies.

This is what happened when I set it to quality rather than performance:

Things look a lot better but an annoying diagonal line runs through the screen which cuts through everything (as seen in the back building)

When I manually go through and increase the antialiasing, this is what I get:

Also, with the high settings, cars driving through shadows disappear. 

So as I make the graphics cards settings higher, the game looks better, but many more major problems pop up. 

Is the game just not capable of doing what the graphics card wants it to do? How could my old graphics card look better than my new one?

Any tips? 

Oh I almost forgot, I am playing the game at 1024x768 resolution.

I am not sure of this, but 22 inch sounds like a wide screen monitor.  If that is the case you need to set a custom resolution.  You can find how to do that in the Sim City 4 General Discussion forum in this topic [link]
