Density or Rise?

You know, everyone wants to make their own in-game New York City (exclduing the Eye-Candy guy).

However, NYC wasn't built overnight and it wasn't always a high rise-high density city.

My question is, which do you think is more important to achieve first when building a large city on SC4, high density or high rise developments?

I know people want to see huge towers and everything. However, we surely don't want another downtown Atlanta or Houston. I think it makes sense if your downtown area was built with high density first, then as the population/area traffic catchnes up, you can slowly look forward towards your high rise buildings, but with higher density.

What's your take on this?
