Need help w/ elevation problems

Let me make this much clear first: I have not downloaded anything in the past two weeks. 

With that out of the way, I have been playing in one region for awhile, and seeing as it isn't really going anywhere, I decided to start a new one. So I open up the first city in this new region, and I find that the elevation is at it's maximum height and everything is snowy. Curious, I hit "Save and Exit" and looked at it from Region View. There it was, a snowy block a land sticking out above the flat land around it. I reentered the city and hit the Reconcile Edges button, but it said the borders were at the same height, which they obviously aren't. I then manually lowered the terrain the sea level and hit the reconcile edges button, and it brought the edges back up to mountain height.

This registers as a "W.tf?" scenario for me.  This happens in any new region I make, and in existing ones that were not made using the SC4 Terraformer. It happens in all sized city tiles and is a major problem. Are there any ideas?

Yep, get rid of the Terrain Climate Modd you have in your plugins folder.
