City is not developing

I am not sure if this a bug or gameplay issue, but I have a small problem. I downloaded large region from STEX representing entire world and started building first city. For some reason its not developing. There is no demand for residental, commercial and industral zones. All I get is 67 jobless poor citizens. It did not happened with my other custom regions. I have downloaded many buildings, but  can find no plugin who can be one to blame. Can somebody can help me to solve this thing?

    I would do that, if there were someone to be provided for. Normaly when you make your first zones on empty maps, they fill up fast and RCI chart is showing big demand, but this time there is no demand and empty zones with water and electricity. The main problem is here that are no one who move to the city.

    Hello Gogman,

    A couple of quick thoughts -

    As it sounds like you are starting an entirely new region - with only one city so far - have you provided Residential, Commerical and Industrial zones in this "1st city"? Or maybe starting a neighbor city or two - to provide some of the region play support that you are probably use to - if you haven't started a fresh region recently.

    just try putting in everything they want and see if they move in no matter what it costs, and if they move in there is nothing wrong with the game, then dont save it

    Now think...WATER, check...POWER, check. HIT PLAY BUTTON, check....ya know what i mean? LOL

    Also...check your taxes.. are they toooo high to start? Etc... can you provide us all with intense details of what you have done besides what you posted. It may be something you are just over-looking friend. 4.gif

    I made a city next to first city and its not developing as well.I even made a road connection l. I added the zones, then I adjusted cheetah speed but nothing happened. Then I made city in default Fairwiev region. As the first residental buildings showed up the demand for the residental dropped. No industral buildings were present. My taxes were 9%.

    I have played much of original Simcity4 and are new to Rush Hour, so I never faced such things. Could this be fault of some bad plugin? I only downloaded some buildings. However thanks for the suggestions.

    Could try renaming your plugins folder, running Simcity again, then having another try.

    However, I still think you should add a clinic at the very least.

    Dirty industry and healthcare are the first stimuli for residential development.

    Try that as well...even if there are no sims.

    If I remember correctly, Rush Hour did add the difficulty settings.

    Are you sure that your sims are all jobless? Do you have the no-job zots?

    Have you tried putting in civic strutures that provide jobs, sort of as a priming for other jobs to develop?

    You mentioned downloading a large region - was this region totally empty? or did it maybe have a starter city or two somewhere in it?

    Would you (could you possibly) post some pictures? (pictures being worth a thousand words?)
