There aren't really any other "modern" city-building games other than the ones you've mentioned - besides MetropolisMana and New York Tycoon. There are a lot of other historical city-building games though... Caesar series, Tropico, CivCity: Rome, Children of the Nile, etc...

Here's a list of CB games:

I wish there were more games in this genre.

Ever wanted to be master of your own capitalist empire? Now's your chance to strike it rich! You'll be funded $100 million dollars to begin a company, and then it's up to you to turn the initial investment into a billion dollar empire. Choose your business acquisitions wisely to build a diverse portfolio, from heavy industry to real estate to retail chains or even farming. Your empire will flourish through strategic negotiations with other players - and don't forget the golden rule of location, location, location.

Once you amass your fortune, earn prestige with your fellow entrepreneurs by contributing to the community such as building civic institutions, parks, or monuments. With enough prestige points, you can run for Mayor of your city or even President of the planet! With the ultimate success of your empire you can make your mark on history and really change the future. How you leave your legacy is entirely up to you!

you guys missed one fun game:

constructor

yo, it ain't a real city building game, you rather have a bunch of streets where you can build up a communtity.

it approaches the city building thing from a more sim-ish way, you can determine the type of tenants, their occupation (making babies->workers or make money) and the typ of house, you have to provide jobs (as in factories), upgrade houses, and so on.

it's a pretty busy game with lots of things to do and consider to achieve a main goal like owning most land, reaching an amount of money and so on, it gives you little missions wihtin the game (like upgrading all bathrooms in all houses if there's some hippies in town)...

all in all a fun game to play that combines managerial with city building, considerably nice graphics (given it's '97 game) and, best of all, since it's offically declared abandonware, it's 100% freebie (check abandonware sites like abandonia.com)

The Settlers. I think the settlers 2 is very, very old, but the best of the series.
