it might be ure visual settings in the game. go check them out and see what they are set to.

Checked, no changes in the settings, the problem is only one city has the Dilemma but others cities are fine.

Be sure you have the texture and prop lots available from the dependencies.. Also be sure you have your "video settings" set to the level of detail you wish to see. If you have very low settings the lots look pretty bad.. Also if you have a very large city you may have exceded your memories ability to hold or open all the files.. usually this only results in PARTS of the city tiles to look low res...

All I did that I moved my city from one region to another one and deleted couples of cities. That's all.

please post a picture. i may have had this problem before but i can't know without pictures! are ALL the props gone from your lots or just these custom content parks. you may be missing dependencies but nobody would be able to know unless we see something.
