Ok, I think I may know what your problem is.

It seems to me like your page file is too small.  A page file is, essentially, a chunk of your hard disk that the computer uses for RAM.  This is also known as "Virtual Memory".  If your page file is set to be too small, data will not fit into it and Windows will start closing non-essential tasks, like SimCity.

To adjust this setting:

1.) On your desktop, right click on Computer.

2.) Select properties from the dropdown menu

3.) Under the "advanced" tab, click settings next to virtual memory

4.)  Now, since you have 2GB of RAM, you will want to set the maximum size to 6GB (as the recommended amount of page file is 3x the amount of RAM you have).  Click "custom size", and set the maximum size to 6000 MB, or 6GB.

5.) Make sure you click apply before closing the window.  You will likely be asked to do a restart.  Restart you computer.

6.) Viola! No more crashing/lag problems! We hope....

This is an unnecessary topic, there is a stickie dealing with this subject, "Setting Virtual Memory to 4GB".   Also I believe your information is incorrect, the recommended size for the Virtual Memory is one and a half times the physical memory. The recommendation is from Microsoft Knowledgebase.
