I'm going way out on a limb here, but if you have Launch Analysis installed, the SecuROM support team may be able to help you out; they sure helped me with other games.

If you go into Simcity's EXE file, right click it, you may an option titled "Launch Analysis" under the "Open" option.  If you run this, it will create a small file that you will then be able to send to the folks at support@securom.com, who may be able to help you out with your startup troubles.

Okay this is weird, when i was updating i kept getting this error:

"Old File not found. Howerver, a file of the same name was found. No update done since file contents do not match."

the error popped up when trying to patch:

    Graphics Rules.sgr

    SimCity_1.dat

    SimCity_2.dat

    SimCity_3.dat

    SimCity_4.dat

I have seen more that one like problem with SC4 and the recent nVidia cards, such as the geforce 8800. But I have seen no solution for that.

Edit:  I think that might be a "false positive" with the error message.  I think it occurs when the file is up to date, and is not changed.

The thing to look at is the version of the Simcity 4.exe.
