How come when I place an elevated rail between 2 stations right next to a residential area nobody uses it.

The second station needs to go somewhere they can work, and needs to be a better alternative than bus or car.

A bug exists with the game that affects both ElRail & Monorail Stations & their potential usage, depending on their placement/setup in relation to any adjoining road-based network. There's an old post somewhere around here by myself that thoroughly documents the bug. Your post hasn't really been very specific, so can't say if it would be affected by the bug or not.

EDIT: After some digging, through another post of mine, I've managed to locate the old thread. Only problem is, it no longer seems to exist anymore?
