Frequency of Maxis buildings

What is the best program/editor to alter the frequency at which particular RCI lots are built?. I would like to have some control over what gets built, or even eliminate certain buidings from even growing. I have no progamming knowledge, so it would have to be easy to use. I thought SC4 tool would work, but I don't understand how to use it, nothing shows up on the list of buildings just a bunch of hexidecimal stuff.

Ya, I was mistaken about the help. That was for datgen or some other program. The folder was empty. I still don't get the pictures for the building database for SC4 tool though. Don't see the file. Also I think SC4 tool may be a little too complex for what I want. I just want to have control over the frequency or ratios of what maxis building are built during the sim. Or to even block certain ones from being built.
