Map Reference Tile

Salutations to all of you at Simtropolis. =O

I've recently installed SimCity 4 and am loving it, about to head into region play. Anyway, the issue I'm bringing today are the reference tiles you see on the map ground that you can use for counting spaces. Now, here's what's bothering me: I can see the tiles just fine in all tutorial maps (the ones in Timbuktu) aside from the terraforming tutorial, but whenever I enter any other map (regardless of region) I don't see them. While this doesn't really get in the way of playing, it does make laying things like water pipes and roads out really troublesome.

Is there any specific hotkey I need to press to make it appear? Or, for some odd reason, is SimCity 4 not showing the tiles so it can run smoothly (I'm on a Pentium III 933mhz, 512 megs ram, Windows 2000 SP4, ATI Radeon 7000 with Catalyst drivers).

Help would be appreciated, and my apologies if this question is, for lack of better words, a bit nubbish. =|
