The image is looking a bit fuzzy... I'm not sure what's your problem. Maybe you could provide a link/thumbnail to a bigger image.

This appears to be a gfx card problem (the game itself rather looks OK.

Get the latest version of the gfx card driver, preferably from the site of the chipset manufacturer.

Alsi check if you have the last version of DirectX.

@Glenni:  You are now working for Loki are you?

Your problem is something to do with your graphcs arrangements.  Please post your machine configuration with special regard to memory, virtual memory, graphics card and drivers.

I have that exact same problem. There are graphic "remnants" left when scrolling in any mode. I have all settings on high - when "Visual effects" is set to anything other than LOW this problem occurs. Ive tried changing resolution > no change / changed everything possible and updated ALL drivers and DirectX and still no change when visual effects is higher than LOW.

I have downloaded a small amount of plugins and have systematically ruled all of them out as the problem. Also have the most current version directly from EA. Seems to be a rare problem as this is the only post ive found after 5 hours of searching.

Did a complete reinstall. I traced it down to 1 of 3 things. 1) Bad or corrupted region I had downloaded earlier in the day. 2) Bad combination of plugins although they all seemed to work fine hours before this mess started. 3) Bad or corrupted program files (NAM in particular as it was only one I had installed at the time).

After full reinstall of all of the above listed, everything is fine. My only other suggestion is if someone can figure out why changing the "Visual effects" from LOW to anything else causes that problem then we can get closer to fixing it. Let me also say changing from Hardware render to Software render did absolutely nothing. Systems specs as follows:

Is your graphics settings set to either hardware render or software render in the in game graphics option?

Try switching between both and see what happens.

? in my Misc. Transportaion menu i get missing idems but when i scroll it names them but doesnt showem i got grafics set to high have i gone over the plugin limit gosh they so many good ones got have'ems out there any ideas on what is doing this thanks

I'm having exactly this problem. I don't think its graphics card related as I've had this issue with 2 Ati cards now, on both software and hardware mode, whilst OP has Nvidia card. Any help would be appreciated. System specs below:
