Uploading large blank city tiles?

I started a city on a large tile in the corner of a region that i was in the early stages of developing (laying infrastructure). The city has developed into something more than a one off and I would like to add two large city tiles to the east and south in order to better create a small metropolis centred around my current corner tile city. 

Is there a way I can do this? 

There's probably instructions on how to do this but I've had a good look around and i couldn't find anything.

You can edit the config.bmp file if there is one.  But a better idea would be to import the city to a place more suited to what you want.  You can import the city to any other city of the same size.

If the region is one of the default regions, it probably doesn't have a config.bmp file.

Maybe you could post an image of the region, or at least the name of the region, so we have a better idea of how to help you.

Tungston has some good points.  You need to start a new region with a config.bmp laid out the way you want it, then using windows explorer, copy your city into the downloads folder inside the Simcity 4 folder in My documents.

You can then initiate your new region and import the city to the tile you want it to be in.
