neighbor deals

hello everyone im having problems with the neighbor deals like power and water

i decided to make all my utlies like water power and trash on a seprate city tile i would connect them to other cities and and connect those other cites to other cities so i wont have to plop any of those anymore but i try to play the third city from the utlities and i get nothing then i tried to make the power plant closer to that city and still nothing does anyone know whats wrong and if it is even possible

You have to do the deal through the next door neighbor. And each time you need the excess commodity, to get the deal done.

The city that is acting as the intermediary needs to have purchased enough of the commodity to have the excess to sell. It needs the connection, power lines, road for garbage, or water pipe. Once you have that, it may take some time for the game to compile the data, so the deal is available.

The city that you want to have buy the commodity must have the need for it. If the city has sufficient water, power, or landfills, then the deal will not be offered.

You also need to sell excess power or water to your first neighbor city so that it then has enough to sell to the second neighbor city. I do this all the time. You just need to make sure everybody is properly alocated enough power or water to keep this multi cities exchange going.
