About Disappearing Parking Lots

i have sim city 4  Deluxe edition and when i downloaded some lots,  the parking lots don't show up, the building does but it have like a grass parking lot when it to be paved lots.  when i place them in my city. 

any ideas why this is happening ?

Hello, and welcome to Simtropolis!  The files you downloaded must have things called dependencies.  They're required for downloads to function perfectly and include base/overlay textures (as in your case), props, buildings, and other things.  The publisher should have included a list of dependencies, in the file called "Readme" or on the STEX.  Hope this helps, and enjoy your stay at ST!
