Vista....Ghostly downloads

Okay, so I have found myself in the need of inhancing my citys so I decided to download some stuff from the official website. But everytime I play the game, nothing appears! So I check the Plugins folder, but it's empty! So I download the same stuff again, but then I get a message that it is already downloaded on the computer in the Pluginsfolder.

Maybe it is just a coincidence that all the files that you dowloaded was "ghost files", because that happened to me a few times and my computer is XP. Some of the older files are "gohst files" on this sight (2003 on back). I forgot wich ones though.

If what you are downloading are the landmarks, the files are exe's that copy the files in the Program Files\Maxis\Simcity 4\plugins folder.  Why they don't appear in the game is something else.
