Easy question.

I cannot find anywhere an answer to this simple question..so, here goes:

How can make simcity 4 STAY in a slected view, while changeing tools, specificly, i need the game to stay in underground mode, while i place certain above ground builds, subwaystations being one of them.

I don't think that is such a simple question. 

It would be nice to have options like that, but I don't know of a way.  I would like to be able to terraform in the underground water view, or even the subway underground view.
