Residental Demand problem

Hi;

I have a (big) city with 600.000 people, lots of commercial and industrial jobs. The health and education systems are very good and there are parks etc... There is a good transportation system (airport, subways,rails,monorail, avenues,streets...) . Enough power and water. No trash problem. High and elementary schools, hospitals with enough capacity.

The problem is that residental demand is too low (below the line). What is the problem?

Jump into a neighbour city , give it time to settle , and look at demand , exit without save , do same in a differant neighbour city , so is the problem regional or localised to that city only ,once you know this then your part way to curing it.

no it didnt help me but I managed to increase R$ demand and now it is low again. What do I need to increase R$$ demand? Taxes are these:

9.0 9.5 10.4 Are they too high?
