I've built a 2 region city with the industry on one tile and suburbs on another, I have power linking from the industrial tile but I am now getting random houses in the suburbs showing no power, the houses are linked to either other houses, roads, shops etc or directly to power lines.  The houses without power change every few seconds and it looks like random brownout but I can't firgure out why.  I have the power station running at 60% just in case there wasn't enough power.

    Any ideas?

If I remember correctly, not having enough funds for an entire years worth of electricity in the bank will prevent a power deal from working.. try increasing your power production. Without some screenies and some more detailed info, I can't tell.

i think you are getting brownouts which can be indicative of insufficient electrical supply. perhaps your purchasing city has grown a lot and increased its demand for power. go back to your industrial city and check the capacity of your power plant.

... and while you are at it, increase the funding for your power deal in the using city.  This symptom of rolling brownouts is a warning that you are not purchasing/supplying enough power.
