How do you load Plug-ins ?

I'm new to all of this but found some pretty cool lots that I downloaded.  How do I see them in the actual game?

Welcome to Simtropolis!!! To install plug ins, either run the installer program that is included in the zip file, or simply copy and paste all of the files. My suggestion is that you create a folder for each building/mod. That way its easy to organize. Install/copy all files into the plugins folder under My documents\Sim City\Plugins. Hope this helps and have fun!!

Villagemayor has told you all you need to know. Keep in mind that some lots are growable, so you may not see them until your city is ready to reveal them to you. Good luck, and welcome to Simtropolis!

And I still have the same problem! don't mind me, make yourself at home! just that I'm the laziest person on Earth!

    I used the the awards cheat to open everything up and still did not see the lots I downloaded.  One in particular was the Park Lot that gives you 4 billion a month....I see in in under My documents\Sim City\Plugins on my PC so I know it's there?  I then thought maybe there was some sort of import tool in the main game console that you could use but there isn't.  It says it's a "ploppable" item so I should see it in the awards view but don't.
