Nieghbour deals, How?

    Hi! I've been playing for  a few years now,  and, I've never been able to get a neighbour deal other than garabage. The appropiate connections for the deal I want (water, i.e) are made. But still, I don't get the offer. However,  when I connect roads, I get the offer to make the garabage deal almost instantly. The city that I want to earn money with the deal (export the water) is medium sized with about 3/8 of its space built. It produces more than twice the water it needs and yet, I can't make the deal. Something very alike happens with power... So, my question is, what is/are the exact variable7s (and its/their necessary value/s) for the deals (water and power) to become available? Thanks.

    Does the other city need the water? Does it have enough money to support the deal? And are both pipes networks connected? Check if the pipes are continous.

    just to add to bsee2's response, the purchasing city must have enough money to fund the purchase of the resource for five years. also, the selling city must have an excess of supply over demand of the resource.

    I believe it's funds for only 1 year. The game tends to cancel deals if the mayor funds in the buying city fall below the amount needed for 1 year's worth of purchase.

    Quick checlist:

    1) Are there connections between the powered/watered/garbaged area of the provider city with the unpowered/unwatered/ungarbaged area of the buyer city?

    2) Is there a surplus of power/water/garbage capacity in the seller city? By surplus, I mean needs of the city plus 20 to 30%. The advisors in the city seem to prefer a healthy utility surplus...

    3) Does the buyer need the power/water/garbage? Try setting the amount of power/water/garbage consumed at or below what the buyer city needs.

    4) money - need funds to purchase a years worth of the utility.
