Creating Traffic-Enabled Traffic signs

Okay. Im looking to start taking a active part in the community and therefore have decided that I would like to create a series of traffic signs, much like Ja/atts on the STEX. However, instead of having them on a seperate lot with grass, I wanted to make them like Tarkus's Oregon Speed limit signs and make them so there plopable on the side of roads/avenues/highways but transit enabled. I believe doing this would give a much more realistic feel to them and allow them to be used in citys without taking up any space. I of course am not going to plagorize anyones work or call it my own and will give full credit to Ja/att for making the signs, that is if I choose to use his signs. I haven't decided on that yet. Still awaiting a PM from him.

Anyways, what program(s) would I need to try and do something like this. As I said I want the signs to look very realistic meaning that they would be super-clear and readable when zoomed in very close (but not maximum).

I have no experience in doing something like this but thought it would be cool and useful. Well...as eyecandy. I mean what major city doesn't have signs ? Thats just weird...
